EYE CARE COMMUNITY & RESEARCH CENTRE

The Eye Care Community & Research Centre (also known as EYE CARE CENTRE), Bazar Bungkawn was founded on 1st August 1999 with Mrs. Lalrinawmi Pachuau as its Managing Director. Registered under ‘The Purpose Driven Society’, it was established to cater to the growing ophthalmological needs of the people of Mizoram and to introduce state of the art facilities, with quality and affordable treatment to all.
On 2nd August 2013 Infiniti Phacoemulsification Machine (Alcon) was installed in collaboration with Phaco-Development Unit of Susrut Eye Foundation and Research Centre, Kolkata, by means of which world class facility was provided for cataract patients.  Earlier, Diabetic Retinopathy and other Retina cases were regularly referred outside Mizoram due to lack of facility and experts, resulting in huge economic losses and inconveniences for patients. Eye Care Community & Research Centre has addressed this issue by starting Retina clinics, supported by Sri Sankaradeva Netralaya - Guwahati and Susrut Eye Foundation & Research Centre, Kolkata.
Botox injections have also been started with the support of Dr Vipul Sindalya , Neuro-Scientist of ALLERGAN Company, New Delhi, abolishing the need for referral outside Mizoram to avail the facility.
Corneal Refractive Eye Surgeries (LASIK, PRK etc) is another field where hundreds of patients have sought treatment outside the state resulting in inconsiderable financial losses overall individually and for the state. As the mission of the Purpose Driven Society is to provide cheap, convenient, yet quality world Class treatment approachable for the people, World Fastest Excimer Laser EX500 has been installed in collaboration with BB Eye Foundation- Kolkata on 26th September 2015.
Moreover, Eye Care Community & Research Centre is empanelled by Government of Mizoram for Medical Reimbursement of Central / State Govt. Employee on 3rd December 2013. Also it is recently entitled for Rasthriya Swasthya Bima Yojana (RSBY) and Mizoram State Health Care Scheme from 2016 till dated for reimbursement.

    Overall Objective:

    Reducing prevalence and burden of avoidable blindness by 2020 by adopting strategies advocated for Vision 2020: The Right to Sight.

    Goals & Objective:

    The goals and objectives of the program and so the society is aimed towards:
    • Providing high quality of eye care services to the affected population.
    • Expanding coverage of eye care services to the underserved areas within the state.
    • Reducing the backlog of blindness by identifying and providing services to the affected population and
    • Reducing patient’s referral outside the state.
    • Providing Health Care Scheme and free Cataract surgery for BPL patients.
    • Developing eye care services with the technical support of expert professionals from within and outside the state.

    1. ADMINISTRATIVE POLICY :
    Eye Care Community & Research Centre is governed by the Board of Directors, any administrative is issues of the hospital including recruitment and any major policy matters are in the hands of the Board of Directors.
    The Administrative hierarchy of Eye Care Community & Research Centre is as under :
    1. The Board of Director is the apex body of Eye Care Community & Research Centre
    2. The Managing Director is recruited by BOD. He/ She is the Head Employee of Eye Care Community & Research Centre
    3. The unit head are the reporting officers for the subordinate staff in the hierarchy
    4. The contracting period and the remuneration for the employee in the setting will be revised from time to time as and when felt necessary by the Board of Directors ( Hereinafter may be referred as BOD )
    2. WASTE MANAGEMENT :
                    Eye Care Community & Research Centre will strictly follow Bio-Medical Waste (Management and Handling) Rules, 1998 and any other rules as laid down by the government it will comply with the environment (protection) Act, 1986. Details of the Said rules are Annex herewith in Annexure 1
    3. CONFIDENTIALITY AND MEDICAL PRACTISES:
    Confidentiality
            Eye Care Community & Research Centre believes that patients have an ethical and legal right to the confidentiality of their medical status and record. Therefore, it is considered appropriate to allow others to access to a patient’s record only with the patient’s consent. In the absence of exceptional circumstances, explicit consent must be obtained. However in certain serious medical situations, the doctrine of implied consent allows it to be assumed that a patient would provide consent if that patient were competent, even though the patient is incapable of communicating consent.
    Maintaining Integrity of the Medical Record
            All patient data will become part of the patient’s medical record at Eye Care Community & Research Centre. This is necessary to document the basis for decisions that are made in the emergency department. These data will be permanently and clearly labeled as having been obtained with patients or guardian consent.
    Breaches of Confidentiality
            Any employees of Eye Care Community & Research Centre who may have inappropriate obtained access to patient information or disclose the patient medical status unnecessarily shall be seriously taken such breach of confidentiality will be considered as a serious disciplinary offence and may lead to dismissal.
                    Staff must not under any circumstances disclose patient information to anyone outside the Practice, except to other health professionals on a need to know basis or where the patient has provided written consent                
    Staff must not under any circumstances disclose other confidential information about the Practice to anyone outside the Practice unless with the express consent.
            Staff should limit any discussion about confidential information only to those who need to know within the Practice.
            Staff must take particular care that confidential information is not transmitted in error by email or over the internet.
            Staffs who suspect a breach of confidentiality must inform the Managing Director immediately.
            Staff remains bound by the requirement to keep information confidential even if they are no longer employed at the Practice.
